In
previous Congresses, the subcommittee has played primary roles in the drafting

Subcommittee on Aviation
has jurisdiction over all aspects of civil aviation, including safety,
infrastructure, labor, competition, customer service, and international
issues. This jurisdiction includes all aspects of the Federal Aviation
Administration (FAA) except for research activities, which are within the
jurisdiction of the Science Committee. In addition, the Subcommittee has
jurisdiction over the National Transportation Safety Board. Although the NTSB
jurisdiction is shared with the other transportation subcommittees, the
Aviation Subcommittee has traditionally taken the lead on this issue. Other
areas of the Subcommittee's jurisdiction include the essential air service
program and the war risk insurance program.
The
Subcommittee on Coast Guard and Martime Ttransportation
The
Subcommittee has jurisdiction over the United States Coast Guard and Coast
Guard activities, which include: Maritime law enforcement (including illegal
drug interdiction, illegal migrant interdiction, and fisheries law
enforcement); Maritime safety (including commercial vessel safety,
recreational vessel safety, aids to navigation, domestic and international
icebreaking, port safety, and search and rescue); Marine environmental
protection (including oil pollution, plastics pollution, aquatic nuisance
species, international agreements concerning transportation of oil and
hazardous substances); and Defense readiness (Coast Guard Reserve and port
security).
The
Subcommittee also has jurisdiction over measures related to the merchant
marine (except for national security aspects of the merchant marine), for
example the Federal Maritime Commission (FMC) and FMC activities (including
international ocean shipping, cruise ship financial responsibility, and unfair
foreign shipping practices); and other maritime transportation matters
(including coastwise transportation of merchandise {"Jones Act"} and
passengers, cargo preference programs, cargo and passenger liability laws, and
the regulation of the domestic offshore trades).
The
Subcommittee exercises jurisdiction over the broad range of Coast Guard
programs and activities, which are codified predominantly in title 14, United
States Code, (Coast Guard) and title 46, United States Code, (Shipping). Title
14 contains basic Coast Guard authorities concerning general law enforcement,
matters affecting the Coast Guard Academy, and the organization of the Coast
Guard Reserve and the Coast Guard Auxiliary. Subtitle II of title 46, United
States Code, contains provisions related to inspection and regulation of
commercial vessels, carriage of passengers, carriage of liquid bulk dangerous
cargoes, regulation of uninspected vessels, regulation of recreational
vessels, regulation of uninspected commercial fishing industry vessels, marine
casualties, merchant seamen licensing, manning of vessels, pilotage,
documentation and measurement of vessels, and state boating safety programs.
Subtitle III of title 46 contains provisions related to maritime liability,
specifically commercial instruments, vessel financing, and maritime liens.
The
Subcommittee also exercises jurisdiction over the programs of the Federal
Maritime Commission and certain activities of the Maritime Administration. The
major responsibility of the Federal Maritime Commission is the economic
regulation of the waterborne foreign commerce of the United States. The Ocean
Shipping Reform Act was enacted into law in 1998. This legislation amended the
Shipping Act of 1984 to encourage competition in international ocean shipping
and growth in United States exports. The Federal Maritime Commission also has
the authority to protect shippers, carriers, and others engaged in the foreign
commerce of the U.S. from unfair practices of foreign governments or
foreign-flag carriers that have an adverse effect on shipping in U.S. trades.
Another Federal Maritime Commission responsibility is the issuance of
passenger vessel certificates to passenger vessel operators who have evidence
of financial responsibility to pay judgments for personal injury or death or
to repay fares for the nonperformance of a voyage or cruise. The principal
statutes administered by the Federal Maritime Commission are the Shipping Act
of 1984, the Foreign Shipping Practices Act of 1988, and section 19 of the
Merchant Marine Act of 1920.
The
Subcommittee also exercises jurisdiction over water common carriers engaged in
the domestic offshore trades. These carriers had been regulated at the FMC,
but currently file their tariffs at the Surface Transportation Board.
The
Maritime Administration administers various programs designed to promote and
develop the domestic merchant marine industry. The Committee on Armed Services
has jurisdiction over these programs to the extent that they are directly
related to national defense. The Maritime Administration manages the operating
subsidy program for U.S.-flag vessels in the foreign trade, and various other
promotional programs for the U.S.-flag fleet. It also oversees government
policies concerning the domestic coastwise trade between U.S. ports
("Jones Act") and regulation of the Federal cargo preference laws.
The
Subcommittee on Economic Development, Public Buildings and Emergency
Management
primarily is charged with authorization and oversight of federal real estate
assets, including, construction, repair and alterations, maintenance and
enhancement of such assets, the development of infrastructure in communities
suffering economic distress, and the federal management of emergency and
national disasters. The subcommittee accomplishes this mission in the
following ways. The real estate asset management arm of the Subcommittee
includes jurisdiction over: all measures relating to the Public Buildings
Service (PBS) of the General Services Administration (GSA) -- which is the
civilian landlord of the Federal Government -- including the planning, site
and design, construction, acquisition and renovation of public buildings,
including courthouses, and the leasing of space for Federal employees;
facilities of the Capitol Complex and use of the Capitol Grounds; facilities
of the Smithsonian Institution; facilities of the John F. Kennedy Center for
the Performing Arts; the International Center for Foreign Chanceries; Union
Station Redevelopment; Judiciary Centers; policy areas of location, use,
accessibility, energy conservation, security, health and safety, transfer or
exchange of buildings; and naming of Federal buildings. The economic
development arm of the Subcommittee includes jurisdiction over the Economic
Development Administration (EDA) of the Department of Commerce, the
Appalachian Regional Commission (ARC), the Denali Commission, and the Delta
Regional Authority (DRA). The Subcommittee’s jurisdiction of federal
management of emergencies and natural disasters includes disaster mitigation,
preparedness, response and recovery.

Subcommittee on Benefits
has jurisdiction over veterans’ matters affecting disability compensation,
pension, insurance, memorial affairs, education, training, vocational
rehabilitation, small business, employment, reemployment and housing. The subcommittee oversees programs administered by VA’s
Veterans Benefits Administration and National Cemetery Administration, as well
as veterans’ programs administered by the Department of Labor, Small
Business Administration, and the Office of Personnel Management.
The subcommittee also has oversight of Arlington National Cemetery,
which is under the jurisdiction of the U.S. Army, and overseas cemeteries
under the jurisdiction of the American Battle Monuments Commission.
Lastly, the subcommittee shares jurisdiction with the Armed Services
Committee on various matters affecting the All-Volunteer Force.
The
Subcommittee on Health
has legislative and oversight jurisdiction for the Department of Veterans
Affairs’ health care programs and VA’s health care system. In the past
four years, VA has expanded the system to include over 600 health care
facilities, including medical centers, nursing homes and hundreds of
community-based outpatient clinics organized into service networks throughout
the nation, now caring for an estimated 3.7 million veterans.
VA’s health care budget is now in excess of $20 billion per year.
Recent hearings by the Subcommittee on Health have included matters
such as health care sharing among VA and Army, Navy and Air Force facilities;
the status of VA employment; patient safety and medical errors; VA research
quality; and, adequacy of VA health care funding to meet specialized needs of
veterans, among others. In the 107th Congress, the Subcommittee intends to deal with
VA mental health issues, implementation of recent legislation affecting VA
health care, status of VA programs for Alzheimer’s and other brain diseases,
status of VA health programs for women veterans; and other matters of concern
to America’s veterans.
The
Subcommittee on Oversight and Investigations reviews the benefits and the health care services
that the federal government provides to eligible veterans and family members.
It also oversees the programs and operations of the Department of Veterans
Affairs, as well as those of other federal agencies that pertain to veterans.
In carrying out its responsibilities, the subcommittee conducts hearings, site
visits and investigations nationwide. It also requests reports from the
General Accounting Office, the Congressional Research Service and the VA's
Office of the Inspector General. The subcommittee does not have legislative
jurisdiction so that its resources can be solely dedicated to oversight
activities

The
jurisdiction of the Subcommittee on Health shall include bills and matters referred to the Committee on Ways and
Means that relate to programs providing payments (from any source) for health
care, health delivery systems, or health research. More specifically, the
jurisdiction of the Subcommittee on Health shall include bills and matters
that relate to the health care programs of the Social Security Act (including
titles V, XI (Part B), XVIII, and XIX thereof) and, concurrent with the full
Committee, tax credit and deduction provisions of the Internal Revenue Code
dealing with health insurance premiums and health care costs.
The
jurisdiction of the Subcommittee on Human Resources shall include bills and matters referred to the
Committee on Ways and Means that relate to the public assistance provisions of
the Social Security Act including welfare reform, supplemental security
income, aid to families with dependent children, social services, child
support, eligibility of welfare recipients for food stamps, and low-income
energy assistance. More specifically, the jurisdiction of the Subcommittee on
Human Resources shall include bills and matters relating to titles I, IV, VI,
X, XIV, XVI, XVII, XX and related provisions of titles VII and XI of the
Social Security Act.
The
jurisdiction of the Subcommittee on Human Resources shall also include bills
and matters referred to the Committee on Ways and Means that relate to the
Federal-State system of unemployment compensation, and the financing thereof,
including the programs for extended and emergency benefits. More specifically,
the jurisdiction of the Subcommittee on Human Resources shall also include all
bills and matters pertaining to the programs of unemployment compensation
under titles III, IX and XII of the Social Security Act, Chapters 23 and 23A
of the Internal Revenue Code, the Federal-State Extended Unemployment
Compensation Act of 1970, the Emergency Unemployment Compensation Act of 1974,
and provisions relating thereto.
The
jurisdiction of the Subcommittee on Oversight shall include all matters within the scope of the full Committee's
jurisdiction but shall be limited to existing law. Said oversight jurisdiction
shall not be exclusive but shall be concurrent with that of the other
Subcommittees. With respect to matters involving the Internal Revenue Code and
other revenue issues, said concurrent jurisdiction shall be shared with the
full Committee. Before undertaking any investigation or hearing, the Chairman
of the Subcommittee on Oversight shall confer with the Chairman of the full
Committee and the Chairman of any other Subcommittee having jurisdiction.
The
jurisdiction of the Subcommittee on Select Revenue Measures shall consist of those revenue measures
that, from time to time, shall be referred to it specifically by the Chairman
of the full Committee.
The
jurisdiction of the Subcommittee on Social Security shall include bills and matters referred to the
Committee on Ways and Means that relate to the Federal Old-Age, Survivors' and
Disability Insurance System, the Railroad Retirement System, and employment
taxes and trust fund operations relating to those systems. More specifically,
the jurisdiction of the Subcommittee on Social Security shall include bills
and matters involving title II of the Social Security Act and Chapter 22 of
the Internal Revenue Code (the Railroad Retirement Tax Act), as well as
provisions in title VII and title XI of the Act relating to procedure and
administration involving the Old-Age, Survivors' and Disability Insurance
System.
The
jurisdiction of the Subcommittee on Trade shall include bills and matters referred to the Committee on Ways and
Means that relate to customs and customs administration including tariff and
import fee structure, classification, valuation of and special rules applying
to imports, and special tariff provisions and procedures which relate to
customs operation affecting exports and imports; import trade matters,
including import impact, industry relief from injurious imports, adjustment
assistance and programs to encourage competitive responses to imports, unfair
import practices including antidumping and countervailing duty provisions, and
import policy which relates to dependence on foreign sources of supply;
commodity agreements and reciprocal trade agreements including multilateral
and bilateral trade negotiations and implementation of agreements involving
tariff and nontariff trade barriers to and distortions of international trade;
international rules, organizations and institutional aspects of international
trade agreements; budget authorizations for the U.S. Customs Service, the U.S.
International Trade Commission, and the U.S. Trade Representative; and special
trade-related problems involving market access, competitive conditions of
specific industries, export policy and promotion, access to materials in short
supply, bilateral trade relations including trade with developing countries,
operations of multinational corporations, and trade with nonmarket economies.

Budget Committee is responsible for drafting Congress' annual budget plan and
monitoring action on the budget for the Federal Government. In addition, the
Budget Committee has jurisdiction over the operation of the Congressional Budget Office (CBO).

The
Budget Committee is often confused with the Finance Committee and the
Appropriations Committee, both of which have different jurisdictions. The
Finance Committee (like the Ways and Means Committee in the House of
Representatives) has legislative jurisdication in the areas of taxes, Social
Security, Medicare, Medicaid and some other entitlements. The Appropriations
Committee has legislative jurisdiction over appropriations bills, which
provide funding for government programs. While the budget resolution prepared
by the Budget Committee sets out a broad blueprint for the Congress with
respect to the total levels of revenues and spending for the government as a
whole, these other Committees prepare the legislation that actually enacts
specific tax and spending policies.

Over
the years the committee's public works jurisdiction has grown from oversight
of new Federal building construction, additions to the U.S. Capitol building
and grounds, and the White House and its grounds, to legislative
responsibility for the development of the Nation's interstate highway system,
flood control and navigation projects.
In
1963, the responsibility for creating new laws to achieve air and water
pollution control, rural and community economic development, and relief from
natural disasters was given to the committee. The passage of the Clean Air Act
in 1970, and the Federal Water Pollution Control Act of 1972, brought the
committee recognition as the Senate's forum for protection of the environment.
In 1977, the committee was assigned the jurisdiction over endangered species,
fish and wildlife refuges and programs, and the regulation of nonmilitary
nuclear power.
More
recent committee activities include the passage of landmark Everglades
restoration legislation, the protection of barrier islands and ground water
resources, investigation of the environmental effects of bioengineering,
review of new technologies and scientific standards in achieving
infrastructural growth and natural habitat renewal, and oversight of the
Superfund program, solid waste and recycled materials, stratospheric ozone
depletion, global climate change, private property rights, and Federal
regulatory reform.
The
committee's oversight extends to programs in five cabinet level departments
and seven independent agencies, including the Department of the Interior's
Fish and Wildlife Service, the Department of Transportation's Federal Highway
Administration and the Coast Guard, the Department of Commerce's Economic
Development Administration and National Oceanic and Atmospheric
Administration, the Department of Agriculture's Natural Resources Conservation
Service, the Environmental Protection Agency, the GSA's Public Buildings
Service, the Council on Environmental Quality, the civil works program of the
U.S. Army Corps of Engineers, the Tennessee Valley Authority, the Appalachian
Regional Commission, the Nuclear Regulatory Commission, the Federal Emergency
Management Agency, the Mississippi River Commission, and the nonperforming
functions of the John F. Kennedy Center for the Performing Arts.
